1947年7月，罗荣桓从莫斯科治病回到哈尔滨，全家被安排住在市区一处很宽敞的独立庭院里。他多次向有关部门提出将这处庭院挪作公用，自己另找一处房子住。一次，罗荣桓到时任东北民主联军政治部主任谭政家去，见他家住的是一处二层小楼，就跟他说：“跟你们搭个邻居怎么样？你家住楼上，我们住楼下。欢迎吗？”谭政起初还以为是句玩笑话。但没过两天，罗荣桓一家却真的搬来住了。罗荣桓对家人说：“住的房子大小，看来是不起眼的事情，但我们是党的干部，要时时想到生活在基层的人民大众，不能官越做越大，住的楼越来越高。”

In July 1947, Luo Ronghuan returned to Harbin after the medical treatment in Moscow, and he and his family were arranged to live in a spacious detached house with private courtyard in the city. He repeatedly proposed to the relevant departments to make this house for public use and find another apartment to live in. One day, he visited Tan Zheng, director of the Political Department of the Northeast Democratic Allied Army at the time, and saw that his family lived in a two-story house, and said to him: “I was thinking that we could be neighbors. You live upstairs and my family live downstairs. What do you say?” Tan Zheng thought it was a joke at first. But within two days, Luo and his family really moved in. He also said to his family, “The size of the house we live in seems to be an insignificant thing, but we are Party cadres, we should always keep in mind the people living at the grassroots level, and we shouldn’t live in higher and higher buildings just because we are higher-ranking officials.”
