When Liu Chong served as Prefecture of Kuaiji in the Eastern Han Dynasty, he was known as being very honest and upright. He reformed the corrupt management and reduced excessive taxes. He was later transferred by the imperial court to serve as an official in charge of engineering and construction. Before he left Kuaiji to take his newly appointed position, the local people took the initiative to donate money to him. However, Liu Chong was reluctant to accept it. Then the local people said, “When other prefectures were in office, they exploited the local people, and we could not lead a peaceful life. Since you took office, we haven’t been asked for miscellaneous taxes by the officials and even the dogs have stopped barking at night. Now we know you’re leaving, we’d like to express our gratitude more or less.” Liu Chong found it really difficult to turn down such kindness, so he took only one copper coin symbolically. Because of this, he was called “One-coin Prefecture”.
